But for the purpose of enquiring into and reporting on the whole expenditure of the Colony, and submitting recommendations regarding the future expenditure of all the Government departments, it would be obviously unsuitable and inadequate. No local Committee of Retrenchment that did not comprise some members of the Legislative Council could be considered as either suitable or adequate.
(6) To appoint a Committee consisting of persons unconnected with the Colony. Supposing the members to be judiciously selected, and presuming Your Lordship to be still of opinion that a Committee should be appointed
